I’m completely confused by picture #42 because it’s not illegal in any way to leave the roadway and drive in the dirt and then reenter the roadway, even if doing so allowed you to bypass a traffic jam. That appears to be Arizona so I checked the statutes and there’s no law obligating you to participate in a traffic jam. If you had an emergency with your vehicle in that same spot you could absolutely pull off the roadway, but not if there’s a traffic jam? Absurd. Besides, the driver of that Jeep should have just accelerated and gone further off road. The highway patrol dork would have quickly given up.
